Pamplona/Iruña · Burlada · Barañáin · Tudela — NIE, TIE and padrón
NIE Pamplona, stamp by stamp
In Pamplona the police sections for foreigners and the Oficina Única de Extranjería share one building, Avenida de Guipúzcoa 40 in Buztintxuri. We tell you which section your case belongs to, prepare the application and its fee slip alongside you, and keep looking for a cita previa with you.

Where the paperwork route begins
Pamplona is the capital of Navarra and the first big city on the Camino Francés, and plenty of people who arrive here stay: students and researchers, workers in the industry around the Cuenca de Pamplona, families joining a relative.
Settling in has its own route, marked not by yellow arrows but by forms and appointments: the NIE, then the EU certificate or the TIE, then the padrón. We guide you through each stage, so every stamp lands in the right place.
You hold a European passport
No permit needed. Past three months, the EX-18 makes you a registered resident, and the green certificate is issued at Avenida de Guipúzcoa 40 or in Tudela.
First a visa or an authorisation, then the TIE: fingerprints at the Recogida de tarjetas section, a resguardo, and the card. Britons resident before 2021 hold the Withdrawal Agreement card.
Europeans register as students or workers; others arrive on a study visa or the authorisation of their post, then request the TIE and, in time, the extension.
Every request crosses the same four boxes, whatever the procedure. We fill each one with you before you set foot in an office.
Sello 1
The first stage: where you set out from
Write to us with three facts: the passport you hold, the town in Navarra where you will live, and the date everything hangs on (a contract that starts, a deed to sign, a term that opens). We answer by e-mail with your procedure and the section at Avenida de Guipúzcoa 40 that handles it.
Sello 2
The second stage: the folder
We sit down with you over the EX form and the fee slip, gather the proof your case requires, and test each document against what the procedure demands, all before a slot is taken.
Sello 3
The third stage: the date
We search the booking system for a slot in Navarra that suits you, and go through the confirmation together: procedure, address, section, hour.
Sello 4
The fourth stage: the counter
A few lines before the day: the entrance, the folder, the order of the papers. Afterwards we point the next arrow, whether it leads to card collection, the padrón, the Seguridad Social or a notaría.
The credential, unfolded
14 panels, one per procedure. Each says who it is for, which form it takes and where it is stamped; open the one you are standing at.

Holding a European passport
EU, EEA and Swiss citizens register; they never need a visa.
When the EX-15 on its own is the right form, when the number comes folded into another document, and the section at Avenida de Guipúzcoa 40 that assigns it. Tudela too.
The administration’s online booking, read the way Navarra’s offices use it: the province, the procedure, the office, the confirmation, and the e-mail contact of each police section.
The form that pays for police procedures: generating it, ticking the right box, paying, keeping the stamped copy, and asking for a refund at Avenida de Guipúzcoa 40.
For non-EU residents: the fingerprint appointment, form EX-17, the resguardo, and the handover of the card by the section at Avenida de Guipúzcoa 40, or in Tudela.
Studying or researching in Pamplona: the green certificate for Europeans; for others the visa, the TIE and the extension, with both the police and the Oficina Única listing student matters.
Since Brexit a UK passport is a non-EU one. Pre-2021 residents carry a TIE under the Withdrawal Agreement and can swap an old green certificate for it; newcomers need a visa.
When a European lives in Navarra and their spouse, partner, child or parent holds no EU passport: form EX-19, the Oficina Única that lists the card, and the fingerprints that follow.
Settling in Navarra on savings or a pension, without working: a visa from the consulate first, then the TIE in Pamplona, then renewals with the Oficina Única.
An autorización de regreso covers a trip abroad while a non-EU resident’s card is in renewal or being replaced. In Pamplona, the “regresos” section deals with it.
From the arras to the deed: why the notary asks for a NIE, three ways for a buyer abroad to get one, and the power of attorney when you cannot be there.
Extranjería Pamplona at one address in Buztintxuri: the five police sections and their e-mail contacts, the Oficina Única and its hours, and the Comisaría de Tudela.
Registering your address with the Ayuntamiento de Pamplona/Iruñeko Udala: the citizen office on Calle Mayor, booking by 010 or online, the papers, certificates and renewals.

Extranjería Pamplona: one address in Buztintxuri, and Tudela for the south
Every foreigners’ procedure in Navarra leads to one of two places. In Pamplona/Iruña, Avenida de Guipúzcoa 40 (bajo) holds the police sections for the NIE, EU certificates, the TIE and return authorisations, and the Oficina Única de Extranjería, which decides permits and receives the public until 14:00 on weekdays. In the Ribera, the Comisaría de Tudela, Plaza Padre Lasa 7 (948 402 514), lists TIE issue, NIE assignment, EU certificates, residence certificates and letters of invitation. policia.es lists no foreigners’ unit in Estella-Lizarra or any other town, and publishes no hours for the police, so plan around the hour your booking gives.
Avenida de Guipúzcoa 40, Buztintxuri
At Avenida de Guipúzcoa 40, on the ground floor, in Buztintxuri, work two parts of the State. The Policía Nacional’s Unidad de Documentación de Extranjeros (a Brigada Provincial de Extranjería y Fronteras, in the words of policia.es) has five sections: Personal comunitarios y regresos for the NIE, EU citizens’ certificates and return authorisations; Recogida de tarjetas for TIE fingerprints and handover; the Unidad de Documentación de Extranjeros section for extensions of stay, address changes, fee refunds and information; Cartas de invitación; and Protección internacional y apátrida. Each has its own e-mail contact on the Delegación del Gobierno’s page, and policia.es gives the unit’s phone, 948 979 200, but no hours. Beside them, the Oficina Única de Extranjería de Navarra decides authorisations to study, live, work and join family, from 9:00 to 14:00 each weekday.

Avenida de Guipúzcoa 40 (bajo), Buztintxuri, 31012 Pamplona/Iruña · map
The Delegación del Gobierno’s page gives the address and a map, but no transport. The villavesas of the Transporte Urbano Comarcal have a stop named after the building, stop 306, “Avda. Gipuzkoa, nº 40”; its official page did not list the lines that call there when we read it, so check them on the villavesa site before you travel.
For the padrón the police play no part: it belongs to the Ayuntamiento. The Oficina de Atención Ciudadana (Herritarrendako Arreta Bulegoa), Calle Mayor 2, ground floor, registers residents between 8:30 and 14:30 on weekdays, by cita previa on 010 (948 420 100 from outside Pamplona or from a mobile) or online, free of charge. Europeans can register with their EU identity card or passport. For newcomers, the Gobierno de Navarra’s first-reception service, the SIOB, has a point on Avenida Roncesvalles, and the Ayuntamiento’s Unidades de Barrio issue the integration and housing reports some files need.
From the Casco Viejo/Alde Zaharra, the Ensanches, San Juan, Iturrama, Mendebaldea, Rochapea, Txantrea, Buztintxuri and Milagrosa to Burlada, Barañáin, Villava, Ansoáin, Berriozar and Zizur Mayor, and south to Tudela: the same booking system for all of Navarra, and a separate padrón in every municipality.

When another company suits the journey better
This site prepares the papers and the appointments of a life in Navarra. Two independent companies can carry what we leave aside: AnchorLess plans whole moves to Spain, Gestoraz files NIE requests for people who cannot travel. They are private firms, as we are, and neither speaks for the administration.
Every foreigners’ office in Pamplona sits at one address in Buztintxuri; what differs is the section behind the door. How to tell which is yours before booking.
An invented researcher from India joins a laboratory in Pamplona: the stages between the offer letter and her first trip home, and the stamp each one ends with.
Two invented walkers, one Dutch and one Australian, decide on the Camino to stay in Pamplona, and the same wish sends them down two very different paths.
Which stage are you at?
Three facts are enough to start: your passport, your future town in Navarra, and your deadline. Our answer names the procedure, its form and the section in charge.
